An author investigates the problem of ‘smart city’ growing in large municipality. The prospects for the introduction of smart approaches to the development of large cities have been determined. The current experience and strategic orientations of Ukraine in this direction were extrapolated to the global experience, which made it possible to draw up the proposals for the Ukrainian communities' delimitation in the international context. The tendencies of smart-cities in Ukraine development in the context of global trends are considered. It is shown that the strengthening of various links between closely located communities contributes to the transformation of the city into a more complex form of urbanized system – geographical agglomeration, which acquires transnational characteristics due to the globalized unification of territorial conditions. Generalized smart standards of urban development have been investigated. It has been hypothesized and justified that in the near future a smart city will distinguish compliance with a certain ‘smart standard’ from an average city. These standards should be set, in particular, in such areas as alternative energy, urban transport, medicine, education, public services. Conceptually, the city should be considered as an integrated holistic organism that provides comfortable living conditions and maximum safety for its residents and guests. The direction of e-government is considered as a component of urban smart development in the aspect of ensuring compatibility of systems and technologies in the city. It is concluded that for the successful implementation of smart approaches to the development of large cities, the priority is to develop regulatory, methodological and technological support at national, regional and local levels; formation of general and local systems for social, economic, environmental and food security; implementation of programs and projects on framing the economic basis of structural transformations of institutional, social, ecological and economic systems of large cities.
