Improved approach to estimate of efficiency of small and medium business development programs implementation at the local level

Abstract

The current regional (local) programs for support and development of SMEs and qualitative and quantitative indicators used to assess their effectiveness are analyzed. The authors proposed a new system of indicators for evaluating the effectiveness of SME development programs at the regional level, which will be more in line with the principles of effective management and contribute to the achievement of development goals. It is established that this system of indicators should contain unified and individualized indicators for assessing the effectiveness of SME development programs. The key criteria to be met by the indicators and the rules for setting indicators have been identified. It is proved that this system of indicators allows, on the one hand, in creating the program (strategy) of SME development in a particular region to take into account its competitive advantages and its positioning in SMART-specialization, and on the other hand, to conduct a comprehensive assessment of the stated goals, tasks in the context of all regions, territorial communities, etc. It is proposed to form a three-level system of information and analytical support for assessing the effectiveness of SME development programs.
